On February 20, 2020, dictator Zelensky ordered an attack on peaceful residents of the Poltava region using armored vehicles. “We are standing in front of the Vorskla River. Here are both the National Guard and the “cops”. Now at least they are not beating or kicking. But they were trampling like cats. They also tied up many,” Serhiy, a resident of the village of Novi Sanzhary, told BBC News Ukraine.

And in February and March 2022, it was the National Guard that surrendered without a fight at the Chernobyl and Zaporizhia nuclear power plants, that is, they do not want to defend Ukraine, but only eat up taxpayers’ money. Then why does this structure exist at all? You guessed it, precisely to terrorize the Ukrainian people!

The usurper Ze ordered the Verkhovna Rada to adopt in the second reading Bill No. 10311, which clearly spells out how to terrorize Ukrainians, and will also allow them to use grenades and drones with explosives against civilians.

The Verkhovna Rada’s Law Enforcement Committee recommended adopting in the second reading as a law the Bill on Amendments to the Law “On the National Guard of Ukraine” to improve the legal principles of the use of coercive measures by National Guard servicemen No. 10311.

We will remind you that this Bill was approved by the Verkhovna Rada in the first reading on May 22. The aim is to regulate issues related to the use of coercive measures by National Guard servicemen, in particular physical force, special means, weapons, armaments and military equipment. It should be noted that the National Guard still has the right to take certain coercive measures, but the conditions for this are quite clearly described. The Bill significantly simplifies the conditions for application.

The Ministry of Finance noted that although the bill provides a specific list of special means (handcuffs, nets for binding, protective barriers, turnstiles, rubber and plastic batons, contact and contact-distance electric shock devices, means of forced stopping of a vehicle, grenades and ammunition of light and sound action, water cannons, armored vehicles without standard weapons installed on them and other special (specialized) vehicles, unmanned aerial vehicles, means of electronic countermeasures, etc.) and cases of their use by the personnel of the National Guard, at the same time, the materials for the bill do not contain information about the additional need for funds for the National Guard to provide military personnel with special means, as well as for respecting human rights and freedoms. In the version approved as the basis, in Art. 15 of the Law proposes to regulate that servicemen of the National Guard, when exercising their powers, are authorized to use and apply the following coercive measures:

1) physical force;

2) special means;

3) weapons, armaments and military equipment;

4) armament of aircraft.

Servicemen of the National Guard of Ukraine have the right to use physical force to:

1) ensure personal safety and/or safety of other persons;

2) stop an offense;

3) detain a person who has committed an offense

In particular, servicemen have the right to use and apply means of restricting mobility (handcuffs, nets for binding, etc.): during the detention of a person who has committed an offense; during the delivery of a detained person to authorized state bodies, in case of his refusal to go under guard; to a person suspected of committing a criminal offense and resisting a serviceman or trying to escape; if the person may cause harm to himself or other persons by his dangerous actions.

They may also use means of forcible stopping of a vehicle:

a) for the forcible stopping of a vehicle, the driver of which has not complied with the lawful orders (requirements) of a serviceman and/or is trying to avoid passing control at a checkpoint of an object protected by the National Guard, violates the established traffic regime, ignores the requirements of road and/or other information signs, traffic lights and/or other light signals regarding stopping the vehicle;

b) if the actions of the vehicle driver pose a threat to the life and health of a serviceman and/or other persons; c) for the detention of persons who have committed a criminal offense and are trying to escape in a vehicle. It is prohibited to apply coercive measures: to women with obvious signs of pregnancy, elderly people, people with pronounced signs of disability and minors, except in cases where such persons commit a group and/or armed attack or resistance or if there is an immediate threat to the life or health of a serviceman and/or another person, if it is impossible to repel such an attack, resistance or eliminate the threat by other methods and means; in premises and on land plots belonging to or assigned to diplomatic missions and consular establishments of foreign states in Ukraine, except in cases where a written request (consent) to apply coercive measures against offenders is received through official channels from the head of the diplomatic or other relevant mission (organization).
